Need a bit more info please, can you post your dxdiag

How to post a Dxdiag:
XP: Go to Start->run, type “dxdiag” and hit enter. Click the Save All Information button near the bottom right. This will save a Dxdiag.txt in C:\ by default. Then open the dxdiag.txt and copy/paste the information into your post (UP TO sound devices as the Posting Guidelines and Information sticky state).

VISTA:Windows 7 Go to Start->Search, type “dxdiag” and hit enter, click the Save All Information button near the bottom right. This will save a Dxdiag.txt in C:\ by default. Then open the dxdiag.txt and copy/paste the information into your post (UP TO sound devices as the Posting Guidelines and Information sticky state).

Unless you were mistaken about your graphics being a Mobil Intel? 4 series express chipset family, http://www.gamesas.com/index.php?/topic/1120451-fallout-3-wont-work-on-laptop/page__view__findpost__p__16487237 that that IGP (Integrated graphics processor) can't run this game.

So, as Rothwell white suggests, post up a dxdiag and lets hope its not an IGP.

Just for completeness, Intel does not produce even one video card at the present time. The only time they tried that, about a dozen years ago, it was crap, and no one bought it.

The word "Card" refers to an add-on circuit board, separate from the mainboard, that is manufactured completely and entirely separately, and only added to the system after it and the mainboard are both completed. At the present time, only AMD and nVIDIA have the know-how and wherewithal to produce game-capable cards, and THOSE actual cards are what are named for game minimums and recommended levels.
