Instead of going down the "The House Always Wins" quest line, I decided to go for the Change in Management instead. I have read all kinds of walkthrough including the Prima Games Hint book. At the end I am STUCK at the Penthouse of Lucky 38. Believe me, I have manually save the game in multiple saves before room entry and fights. So I have tried it few times with no success.

Here are the sequence of events in the order I remember:
1. Meet Benny at the ground floor of The Tops.
2. Kill Benny, his bodyguards, the chairmen, and all who oppose me in The Tops.
3. Get the Platinum Chip and Benny's room key.
4. Search and pillage the 13th floor and talked to Yes Man.
5. Go back to Mr. House penthouse.
6. I did not talk to Mr. House first.
7. Open Antechamber through the wall terminal. (All the robots started attacking me.)
8. Did what the Prima Games hint book said and found the security terminal by the window in the secret room. However I cannot override the robots.
9. Since override is not possible, I activated the elevator and went to Mr. House chamber.
10. Kill or disconnect him. (Tried both but the result is the same). He did not "die" really. When I walk up to talk after, he said "I have nothing to say to you...".
11. Go back up to the penthouse. Robots attacked as expected.
12. I kill all of them. Victor included. (You cannot really skip Victor (I think) since he was attacking me as well.)
13. Mr. House big screen says "Connection Lost".
14. I cannot get off the top floor. Elevator cannot be accessed and Victor is dead.

Questions:
1. Is this a glitch?
2. Am I suppose to keep VIctor alive even though he was marked as an enemy? The stupid real time combat system makes it impossible to selective aim my shots to avoid Victor.

What did I miss? I am forced into the "The House Always Win" path now so technically I can try to kill Mr. House again. However I don't want to spend another 30 minutes to come back to the same conclusion.
