So I fixed up the thing and brought it to the scrapyard. It points at the old lady but there are no dialogue options that involves the quest. What am I doing wrong??

The way it seems to work is you have to talk to certain people, and certain keywords that they say during the dialogue will cause him to initiate a conversation with you after you close the current one and then he'll start playing back a message. There's no pointer on my map either. It's just one of those things that you have to find for yourself in your regular travels and conversations.

I found one other besides the old lady at the scrap yard.

He's referring tpo Ignacio Rivas. Its not a spoiler, by the way. It is a spoiler what happens when you wait two days after unlocking the second message.

He's actually having a different problem guys. Ive run into the same roadblock. If you activate the quest it highlights old lady gibson as the quest target. Obviously you need to speak to her and get her to mention Helios. Well if you've already spoken to her prior to obtaining Ede, she no longer has any dialogue options other than trade, repair, and goodbye. Yet the quest remains active. Not quite sure what to do...

So the PC & the 360 has been patched? Why the heck is PS3 always last??? This is really stupid.. Bethesda really needs to get rid of this engine; it causes waay too many bugs.
