Personally I think it should work the other way round and I don't quite get why it doesn't. Ok, I get the premiss that if something is harder to do then you get more experience from doing it and I'm also guessing that the hp of the NPCs goes up in the same increments, hence the xp increase, but if I level faster then it kind of defeats the purpose because I become too overpowered too quickly. If I make soemthing harder I want everything to be harder,... or give me more options and more control over the specifics. The difficulty settings are my only real beef with this game and it's because of the xp increase really. I'm always dubious about 'easy-normal-hard' settings unless I'm playing an arcade style game. This game is far too complex to lump things into a bipolar system like that.
I listened to an interview with Todd Howard once (at least I think it was him) and he said that when they were making the game they didn't anticipate people would level so quickly. They thought a normal player would only get to about level 12 or so during a playthrough and the idea was that if you play on a harder difficulty you get rewarded by reaching a higher level.

I’ve noticed that sometimes when I kill a Raider, I get much more XP than other raiders. It seems that when I take a “snipe” shot while “hidden” I get more points, but that’s not always the case.
Does it depend on –
A hidden, critical shot?
How the enemy is equipped?
Is it random?

The experience you get for a kill depends on the level of the enemy you killed. So if one raider gives you more experience than others, that's because he or she had a higher level. Depending on their level enemies are considered very easy, easy, average, hard, or very hard. Also, if you are not the only one attacking the enemy (for example if you help a Brootherhood Outcast patrol fights some wandering raiders) you have to do at least 40% of the damage to an enemy in order to be rewarded the XP for killing them. For example if a raider had 100 HP and you and a Brotherhood Outcast are both shooting him and you do 40 damage to the raider before he dies you will get XP, but if you do 39 damage while the outcast does 61 you won't get any XP.
1. NPCs are considered very easy if their level is 0 and they don't give any XP. Creatures are cosnidered very easy if their level is 0 or 1 and they give 1 XP.
2. NPCs are considered easy if their level is 1 and they give 10 XP. Creatures are considered easy if their level is 2 or 3 and they give 5 XP.
3. NPCs are considered average if their level is 2-7 and they give 20 XP. Creatures are considered average if their level is 4-6 and they give 10 XP.
4. NPCs are considered hard if their level is 8-10 and they give 30 XP. Creatures are considered hard if their level is 7-9 and they give 25 XP.
5. NPCs are considered very hard if their level is 11 or higher and they give 50 XP. Creatures are considered very hard if their level is 10 or higher and they give 50 XP.
My information comes from the GECK. There are game settings that determines at what level a creature or NPC is considered to be of a certain difficulty and what the reward for killing NPCs and creatures of a certain difficulty are.
Similarly, the XP gained from hacking and lockpicking depends on the difficulty of the terminal or lock. You get 10 XP for very easy, 20 XP for easy, 30 XP for average, 40 XP for hard, and 50 XP for very hard terminals and locks. Speech challenges have a slightly different distribution. A very easy challenge gives 5 XP, an easy one gives 10 XP, an average one gives 20 XP, a hard one gives 30 XP, and a very hard one gives 50 XP.
