Oblivion - how to delete spells

Good day.
I've been searching for over an hour on these forums for a way to delete spells from the spell book. I've already tried using OBSE, and it doesn't seem to effect my game in any way.
Could anyone give me a small detailed explanation on how to delete spells ?
Current Oblivion version is: 1.2.0416 with Shivering Isle installed.

It's impossible on consoles. There's a mod dedicated to it on PC, though.

I am playing the PC version of the game.
I have downloaded the sable version of OBSE v0018, i have placed obse_loader and the two .dll files in my Oblivion folder. I have placed the files from Spell_Delete_And_Item_Remove_3_1-23069 into my Oblivion\Data folder and i also checked them in the Oblivion Launcher\Data Files - nothing happens when i try to delete a spell. I've also tried to open the game using obse_loader, it works... but nothing happens when i try to delete a spell.
I'm at a loss for words...
I've also tried to open my save game files in note pad to find out the correct spell ID for my custom spells so i can delete them from the console and it doesn't open properly, it's all giberish.
I am using Windows 7 Ultimate if that is relevant.
Help ?

I always keep UAC disabled, it's not that...

Uninstalling Oblivion is the only way to remove a spell from your spellbook. Then you must make sure you never install Oblivon again. Because. it's just too damn awful. Oblivion, Ye know?

but there surely is a complicated mode to do it.... a mod in TESNEexus, for sure.

If you're on a PC, you can remove spells with the console command
player.removespell 


You can find the spell IDs http://www.uesp.net/wiki/Oblivion:Spells, along with instructions at the bottom of the page.

I'm glad to see it's not just me. I followed that link and tried it too. Same result. I even tried the 3.1 and then the 3.2 version; no joy.

yes, this will help - just that the player must pay attention that he will not be able to delete custom spells.
