Custom attack animations

Hi,
i want to change some weapons in FO:NV and for that i need to adjust the time a attack needs. For example the Gauss Rifle needs at the moment 1/3 second per shot but i want it to be 2,3 seconds. Adjusting the multiplier didn't worked well so i think i need a new attack animation for the rifle. Basicly it would be the old animation (Attack4) but after the shot a bit idle time before the next shot. My question here is how can i do that or is it even possible to use new animations?

More weapons then just the Gauss and its Unique use Attack4 -> alter the Attack Multiplier setting on a per weapon basis -> Lower Numbers = Slower, Higher = Faster.

The problem when i modify Attack4 via Attack Multiplier, the animation becomes so slow that it looks a little bit weird. So it would be better to have the normal attack and then an idle behind it.
