Merged Ammo type showing in AmmoList but not ingame?

Hey guys :)

So I've been working on a *personal* mod to dust off the current iteration of CALIBR, and merge in 12gEmpSLugs, 20gEmpSlugs and 10mmAP from other mods, then make the whole shebang work nicely with 19th & 20th Century weapons.

Everything is going swell (using GECK, TESSNip and NVEdit), and I've spent some time ensuring that no other mods are defining AmmoLists (I have all of these in my version of CALIBR), and that there are no conflicts. My version of 19th/20th Century Weapons is still an .esm and it uses CALIBR as a required master.

In GECK, TESSNip or NVEdit and all of my active mods selected/enabled, no conflicts are being reported.
All show that I have 3 new ammo types in CALIBR for 12gEmpSLug, 20gEmpSLug and 10mmAP - they are in the Ammo table, they are in their respective AmmoLists; I'm 99% sure that these are there and not being conflicted with/overridden (I went through every mod double checking this)

The problem:
If I try to add these ammos to my inventoy using the console, all other ammo types can be added, but these three FAIL; the console tells me they don't exist.
I open up GECK or NVEdit, recheck the ammo/ammolist, check conflicts, check the formids and then refire up the game and try to add these again ... and the game says they don't exist.

The question:
What would cause this behavior? What options have I got - what should I check?
I merged in the 10mmAP and 12/20gEmpSlugs using TESSnip - should I use something else?
Should I just add these by hand?
