I have always wanted a flashlight instead of that litlle pipboy light

Yes there's a mod on the Nexus (searching for flashlight, oddly enough, turns it up).

Note that it can have performance issues due to the way the lighting engine works (there are no directional lights, you have to cheat with a string of spherical lights).
