Graphics Problem On PC

Ok, so when im in the sewer in the begining, the graphics looks great and stuff, ( I have maxed graphics) But when i leave the sewer, i see over the lake, and the hills look sloppy, it looks SO BAD, i have no idea what my problem is. I know that its not supposed to look like its trash 10 meters in front of me. Well, i have seen som few other witch have the problem, but i dont know. The hills in the distant looks like google earth graphic. Someone please help me :)

That is a lot like what the Geforce FXes and the Geforce 6200s would act like back when Oblivion was brand new.

Wy not try out a landscape LOD replacer like http://www.tesnexus.com/downloads/file.php?id=2182.

It's simple to implement.
