I notice that in a lot of Chinese RPG's, instead of one skill for each type of weapon, you have multiple skills for each type! The way it works is that you go out and find "books" that teach you a certain style of using a weapon, let's say a sword, and there are levels in the "style" just like a skill. And then you can find multiple books that all teach you different kind of sword play styles, and you can learn from any of them that you like.
Therefore, even though the variety of weaponry is very limited in those chinese games, there are a lot of variety of using those weapons.
Maybe Bethesda can come up with something along this line?
