are there any merchants that sell health potions i cant seem to find any ...thx

Alchemists will sell potions, such as The Main Ingredient and Mystic Emporium in the Imperial City. There are other alchemy stores in the other cities, and some Mages Guild members will sell potions as well. There's a good chance that any of them will be selling health potions.

i know they sell potions but does anyone know one which carries health potions or health scrolls

They should all carry health potions.
