Supoosibly I get access to it at the hoover dam, anyone know where it is?

You take a left out of Moores office, take your first right down the stairwell and it's the room on the right. There will be shelving units, a desk and a door directly across from the entrance. Took me a bit to find it, but it turns out not to even be worth it. Hope this helps.
