In the "Return to Sender" quest, you are tasked with visiting all the NCR Ranger Stations and talking to their communications officers. Problem is, before I got this quest, I spoke with Ranger Andy in Novac and finished his quest to investigate Ranger Station Charlie. The result of that quest is that everyone in that ranger station is dead. No communications officer.

I cannot inform the Tech Seargent at Camp Forlorn (who gives the Return to Sender quest) of this and no new comm. officer is sent to the station either. How am I supposed to finish the quest? Or is this bugged because I did Ranger Andy's quest first? I mean c'mon, it is not unreasonable to expect people to do this before reaching Camp Forlorn because Novac is just right up the road and is on the "path" through the main quest.

How can this be fixed or am I just stuck?

All you have to do is upgrade all the other stations then return to the quest giver. You can then inform her that all the other stations are upgraded but that Charlie

Go into the main building for Ranger Station Charlie, and listen to the holotape on the table.

OK, good to know. I have not updated all the stations yet, just Echo. I was hoping I could tell her about Charlie before I proceeded to do the other stations, but I see I have to finish the others first.
