FO3 GotY will not work

Processor: E8400 (3Ghz OC'd to 4GHZ)
Video card: MSI NVidia 8800GT
Motherboard: Gigabyte P35-DS3L
Memory: 4 Gigs
Soundcard: Auzentech Forte X-Fi
OS: Windows 7 64 bit

Trying to play FO3 GotY from Steam. My first install, the game kept crashing on the loading screen after I picked to start a new game. Researched everywhere for tips/tricks to get it to work and just decided to redownload/reinstall. Now the game crashes every time running the launcher.

Video card is updated to 258.96, newest driver causes issues.
Tried deleting ini and inserting stuff into ini.
Tried disabling Aero.
Tried FOSE_Loader.
UAC has been already disabled.
Tried compatibility modes with Steam and the exes.
Deleted Open AL.

I'm stumped. Please tell me someone knows how I can get this to work... ;p

Edit: Reinstalled the game again and it is still crashing when the launcher opens.
Uninstalled FFD.
Uninstalled all Creative programs
Uninstalled/Reinstalled drivers for Auzentech Forte X-Fi
Uninstalled K-Lite Codec Pack
Attempted to use SecuROM Diagnostic Tool - No dice.
Installed latest Games for Windows Live

Day 2:

Installed friend's discs of Fallout 3 GotY. Game now crashes where it originally was, right after trying to start a new game. Will start over and reattempt what I have been doing.

Edit:

Deleted ini and tried tweaks... No help.
Tried Compatibility modes... No help.
Tried something called Fallout 3 FinalFix -- No help? Doesn't recognize anything.
Reinstalled Creative programs... No change.
Reinstalled K-Lite Codec Pack + FFD w/ exemptions... No change.
Installed patch 1.7 from official site... No help.
FOSE_Loader... No help.
Tried many different settings in options... No help.
Uninstalled/Reinstalled NVidia 258.96 drivers... No help.
Reverted overclock back to stock speeds... No help.
Installed Unofficial Fallout 3 Patch... No help.
Tried disabling all data files except main... No help.
Installed Windows .Net Framework 4.0 (was 3.51)... No help.
Reinstalled Microsoft Visual C++ 2008... No help.

Problem solved!

DisplayLink is the culprit. Unfortunately, it was already posted in the Please Read sticky which I did read... and now I question myself if I can read.
