apparently there are always enemies nearby...

i seem to be experiencing a bug where i cannot wait or sleep or fast travel. no matter where i go, the combat music is playing and it tells me that there are enemies nearby. i've tried riding my horse way out into the wilderness, entering and exiting different cities, nothing works.

any way to fix this?

i'm on the 360 with the latest patch.

Have you, by any chance, recently run away from the King of Miscarcand?

Tried going to jail yet? I think I remember someone having your same problem and that fixed the issue.

Yeah, that's the solution to the "King of Miscarcand" bug. Anybody who is following you will be waiting when you get out of jail, and the guards will take care of them.

i reloaded the save a couple times and ran around some more and it finally went back to normal...i thought of going to jail but it turns out i didn't need to.

Just remember that, unlike Morrowind, enemies in vanilla Oblivion will follow you from one end of Cyrodiil to the other like a Terminator. You may not see them but the game keeps track of them. And until the game has decided your combat is finished it will stop you from sleeping.

Yes going to jail or even pay the fine will usually get the followers to show themselves. The three fighters guild members you gave weapons to in a quests will show up.
In another quest you are to free some orges from a mine, any surviving guards might also start hunting you and start a fight then you come out of jail, that one can be sticky as they are tough and have levelled weapons. They does not stop you from sleeping and you can get a vistit from them many levels after the quest.
