Apparently, in the DVD commentary for the Mutant Chronicles movie, Ron Perlman stated that he was the narrator in a action heavy videogame that he thought was being made into a movie, and where the tagline was "War never changes". Earlier this year Bethesda Softworks applied for the ''Fallout'' trademark for movies and TV series.
There was a movie in production titled Fallout (now The Fallout) and for a time many people thought it was a movie based on this game series - but now that doesn't seem to be the case. Bethesda did secure the movie rights of Fallout but that could have been a preventative measure rather than a plan to use them. It could also explain why this movie changed its title slightly.
While it's certainly possible that there is an actual Fallout movie in production it also possible that Ron Perlman heard about this other title and thought it was about the game series.
Just checked IMDB Pro. No announcements for a Fallout Movie. There is rumors of Ron Pearlman having a roll in the Hobbit movie though. Nothing confirmed yet.
