It will depend entirely on how random and often the encounters are, and how difficult it will be to avoid or escape them. Dragons being a major feature of the game and Cliffracers not though, I feel like its not something to worry about.

I see them being as annoying as cliffracers, but as numerous as Oblivion gates.

So, Oblivionracers?

I don't think so, you get dragonshouts from killing dragons, and there are 20 dragonshouts, ipso facto, 20 dragons.

Dragon shouts = New Sigil stones?

Also, just because there are only 20 dragon shouts does not mean there are only 20 dragons. Case and point? Again, sigil stones.

Also, Todd said that dragons would be making quite a lot of appearances in game, indicating that perhaps they don't stop spawning until the main story ends. So to only have 20 dragons would go against this concept.

If each dragon is equivalent to a super mutant behemoth, then I'd say 20 qualifies as quite a lot.

My understanding was the amount of dragons relies on how far into the main quest you are. After you "beat" the game it's likely dragons will become scarce or disappear altogether.

I dont care if there is more than twenty etc....i see some peoples point a little.....but we've been starved of these awesome creatures in TES.
I say....bring them on.....as long as they are tough to fight....who cares.
And i'm sure most of us good people....will enjoy encounters with dragons :)
Might be to early to say...but i have a good feeling about skyrim.
