Your message is not clear at all. There is no file to "open", there is a library file to copy (dll). Have you actually read the descriptive thread on the subject?

If it's a .zip or .rar file use WinRAR to open it. If it's a .dll file you do not open it, instead you put it in your game directory located at:
32-bit: X:\Program Files\Steam\steamapps\common\fallout new vegas
64-bit: X:\Program Files (x86)\Steam\steamapps\common\fallout new vegas

The path that I wrote is exactly that, a path. You must go into your "Computer" folder and then X: is whatever your system drive is. Usually it is drive C:. Then follow the folder names as I mentioned before.

Not being mean, but does your keyboard have a backspace and/or delete key?

Anyways, last time I played it was running great, except for random glitches and a crash every hour or two.
I have a GTX 470.
