How does 'blocked' work?

How does the "Block" flag/box interact with the game and NPC?
I understand that it blocks the menu from being used and or modified, but is there anything to it beyond that?
Is it just a safety or what?


edit: nevermind, I'm still curious but I don't need to know for the same reasons. I guess I can still know anyways but I changed my mind about it.

I think it was a feature developed for having multiple people working on a single file. When a developer finishes working on a particular object that doesn't need to be edited anymore, they just set the block flag, meaning "Hey, I've already finished this one, so don't change it."

Oh, Okay. Because I tried editing an NPC and setting it to blocked again, but it reverted back to the original.
But then I realized that I probably shouldn't touch NPCs.
