With the last character I played, I ran into a storage area in Vivec. I believe it was three or four interconnected rooms. One room has a level 40 lock on the door. There are lots of chests, crates, etc. I seem to remember a bedroll and some lockpicks on the floor nearby. And there's always a couple rats in there. This isn't one of the tombs--there's nothing tougher than a couple rats defending all the easy loot.

I remember going from a lower waist works to a canol works, and the only thing down in the canol works (besides a couple guards) was the door to this storage area.

I thought this was in the Foreign Quarter, but I can't find it. I can't even find it in the Official Guide.

I think you may be talking about the Vivec vaults. Each house has its own section in Vivec and if you go though it you can find the vaults which are full of great stuff.

What you're describing sounds like the storage area to the Morag Tong hideout.

If so, it's accessed by the Canolworks in the Arena Canton.

Yeah, it's under the Arena. It's an area left out of the map section in the Official Guide. There are Limeware bowls and goblets in there worth a big chunk of change.
