Fallout 3 used Mad Max's concept of Raiders and so did Tupac.
And if you mean rapping raiders then... ugh...
If I see one person rapping in freakin' fallout then I'll break that game's disc into a million little pieces and never buy another fallout game again.
Rap in fallout would be a big slap in the face to the lore and it's fans. (IMO)

oh no no, nevermind the rap and dance-floor bits, but the rest of it: Organized gangs (although you shouldn't be able to tell them apart in the game, or be able to join any of them, as they'd all just bust you up on sight equally bad, but you could exploits the conflict between them, like luring different groups into each other) along with their eccentric leaders (to add more color to the cast,) freaky members (not all just nameless underlings with no dialog,) and of course: Vehicles! vroom vroom!

Try Fallout 1 and 2, these had organized Raiders with a real motive as to why they are Raiders. There's not even a hint of the chaotic, cannibalistic freaks they have been portrayed as in Fallout 3, they have become Raiders out of 'necessity', as in they feel the need to take from others (not necessarily killing them) to make sure their community survives. They had dialogue and were able to be reasoned with.

Fallout 3 raiders always confused me. They are a bit TOO evilish. Why do they hang body parts everywhere? It's like they aren't even human. They are worse than super mutants.

Yeah it seems a bit pointless. Sure, it helps to intimidate people and keep them away, but you're the one who has to deal with the smell of rotting flesh constantly!

Fallout 3 Raiders were fine, not exactly saying anything against them, but there should be some organized gangs represented by interesting (even if in a scary or disgusting way) characters in future games.

Yeah if the Raiders were like Chris Tucker then they would all be very annoying sounding people. It would give me all the more reason to kill them.
