Bosmer used to be cool, or at least not annoying, before they were called Bosmer(Arena and Daggerfall).

Restricting my answer to NPCs in the strict sense (the Tribunal gods, Dagoth Ur, and Yagrum Bagarn are Creatures):

Divayth Fyr "Want to plunder the dungeon? Or leer at my daughters?"
Lucien Lachance "Dear brother, I do not spread rumors. I create them."
Mistress Therana "...In hormadors. Big ones. Needed 'em big, for the spiders. What? Spiders? You listening? Spiders. That's what I said. Big ones. So you need a big hortator."
Big-Head "The Fork for Big Head. Oh, where has Master put the Fork? It sings alone. Far from home. Sad, sad Fork. Sad, sad Big-Head."
Martin "I still don't know if there is a divine plan. But I've come to realize that it doesn't matter."

1. Jiub. I haven't played Morrowind that long but so far he's the only Dunmer that didn't shove the words "What do you want, Outlander?" up my ass.

2. Aldos Otharan. "FLYYYYIN', FLYYYIN' IN THE SKY. CLIFF RACERS FLYYY SOOOOO HIGH".

3. Foul Fagus. Best beggar name in Oblivion.

4. That one Bosmer in Caldera in Morrowind. He's funny.

5. Falcar from Cheydinhal Mage's Guild.

Divayth Fyr.

Also, to lesser degrees:

Crassius Curio
Janus Hassildor
Ahnassi
Corvus Umbranox

I haven't met Dagoth Ur yet. Maybe he would be in my top 5 list, too.

I'm shocked no one has said Socucius Ergalla. His dialogue has been forever burned into my consciousness.

"Ahh yes, we've been expecting you. You'll have be recorded before you're officially released. There are a few ways we can do this, and the choice is yours."

"Interesting. Now before I stamp these papers, make sure this information is correct."

"Show your papers to the Captain when you exit to get your release fee."

Ha! I have to say the whole script from Jiub to Gravius during chargen. ^_^

I mean, how can we forget the Emperor's great speach? "I was born 87 years ago... For 65 years I've ruled, as Tamriel's Emperor." lol. I could be wrong on the age, but I think it's right ;)

Queen Aub-Ki: She's not in the the list because I like her. She's there because I hated her personality. "Oh, go talk to my mother-in-law, an old crazy woman who locked herself in her dungeon that is 90 days walk from here. Ask her if everything's alright." Damn nobles...

Sheogorath: Very hilarious man. I love that guy.

Vivec: The conversations I had with this God. And one of the few NPCs who was superbly well written and fleshed out.

Uriel Septim VII: He went through a lot for his 87 years. If such is the fate of the emperors who reign during the Elder Scrolls...well.. I pity the successor. Whoever he is.

Christian Mastersmith: Somehow, maybe the most popular name in the Illliac Bay. Most random NPCs are named either Christian or Mastersmith or both. Even ladies in green are called that. The Mastersmiths are always involved in freelance assassinations, duels, lost cousins, owners of abandoned mines filled with giants and for letting a tiger enter their house, despite the fact that the city is walled.

Uriel was pretty old. He has been the emperor in all four numbered Elder Scrolls games, and the first one, Arena, started 40 years before the events of Oblivion.
