I hate helping peasents when im king... Give me your guild seals or I will execute you, should be an option. No dance or patty cake expressions. Or quests, im the [censored] king, I dont deliver letters for beggers.

Well I have never tried but can't take the beggar's hand and go to the treasury then just give him what he is begging for.I know you can at least run around on you gold piles too.
