In general, the answer is yes, the CS will let you add an icon to a Faction rank. The complication here is you're discussing a mod to a mod, which is an order trickier than just modding the vanilla game. If you need a full explanation, I'd suggest reporting this thread for a move to the Construction Set forum.

You have to extract the BSA for Midasmagic, edit the icon .dds file for the Factions icon, and then you will probably have to edit the Mod itself in the CS, to assign the new .dds to the custom icon.
In other words, not really worth it.
