I say speed (rate of fire) over accuracy because I can go with a high fire rate, medium accuracy weapon and I can usually compensate for the hit to accuracy. With a high accuracy, medium fire rate weapon there isn't a way to compensate for the fire rate and shoot quicker, so I choose speed because of the versatility (in my eyes) it offers. However, the gap between the two is slight as far as priority rankings go.
As for power... I've never been one for really powerful weapons so it gets a distant third. As for why, I suppose it's just a preference issue.
EDIT: Also, it could be said that a high fire rate also offers a psychological advantage - I know if I'm shot by multiple rounds in a game instead of just one, I become more anxious of the situation and may choose to retreat in a situation I might normally return fire in, even if both sources caused to same damage. The reason for this is because one round generally means only one person is shooting at you, but multiple rounds could indicate either one person, or many.
Just my opinion of course.
