Are Player Functions (CS1.0) stored in the Oblivion.esm?

Are [Function Types (CS 1.0) | Player Functions] stored in the Oblivion.esm?
If so, can they be modified (patched)?

No, I think they're in Oblivion.exe.

If so, can they be modified (patched)?
Yes, through OBSE. But it is generally better to create new functions with the required functionality instead of changing an old, as that could break many mods depending on it.

I believe you can change those through modifications to the chargen XML file.

Thanks! I think you just saved me a lot of time and frustration. Earlier today I remembered the old mod "chargen with numbers" and thought that might hold a clue.
