Depends on what you want. Fallout 2 is a traditional RPG like the original Fallout; it has the dialogue tree system of Fallout, a fairly deep rule set, the same kind of combat, a fairly open world with a ton of side quests, etc. Fallout: Tactics is a squad based tactical game; while you create a character using the exact same rule set found in Fallout 1/2 you cannot pick any dialogue choices, and as such conversations are one sided. The game is also fairly linear though you can often pick what order you want to do specific missions in, and naturally you can pick who is in your squad. Unfortunately there is nothing in the way of side quests, and the core mission design is pretty bland, so the game often feels monotonous.
Fallout 2 has its fair share of problems, but it's still regarded as one of the greatest RPGs ever made. Fallout: Tactics is a pretty average tactical game. Personally I would recommend Fallout 2, but if you like those old school squad based tactical games like X-Com than you may like Tactics.
