North of Vult 101 and West of Springvale school I found a landed Vertibird with 1 officer and 2 soldiers, with a communications Array. Ive read else where online that all id have to do is return to the Citadel and speek to Gun and then I could get training.. Well I went to the Citadel and nothing happens. I talked to anyone, Are you even able to fly or sell them?

Sorry, but you can't fly them without a mod.

You can ride in one briefly in Broken Steel, or you can hop on top of them for a few seconds while they're taking off.

Search the Enclave Commander mod or anything Vertibird related for more info. That's only if you have a PC, though.
