On my game when i select the Educated perk i get 2 points on the next level total 17 the every leveal after that it stays the same. any ideas

Stays the same? Stays seventeen?

Seventeen is the highest you can get, with intelligence ten and the Educated perk you should get seventeen for all level ups after that.
