Pre- War Ghouls?

When Fallout first started ghouls were created by two things. One to much Radiation in the human body and then exposure (Dipped) in FEV.
That changed to Just Radiation to explain why ghouls would be all over the united states in the Fallout Universe. This got me thinking. Were there pre-war ghouls? Did the nuclear bombs used on Japan during world war two cause ghouls in the fallout Universe? Did Nuclear accidents cause them as well?

I know we can't answer this but it's a intriguing thought is it not? Did some poor soldiers become exposed to High amounts of Radiation during the A-bomb tests and locked away for study?

Could Mary Currie have died while becoming a ghoul from her experiments in radium?

What are your thoughts on this?.

sorry I think this goes in Fallout Universe.

Little Boy and Fat Man were very small atomic bombs, perhaps too small to result in ghoulification. This would also nix the idea of the irradiated pioneers of atomic science becoming ghouls.

This could explain why it did not happen but it would be awesome if it did: secret pre-war labs with secret ghouls working on their secret projects. Ghouls would be great for studying radiation, it saves the government a pretty penny on leaded protection.

True the bombs used in Japan were small. Fallout timeline says in 2053 December a terrorist nuclear weapon destroys Tel Aviv. In 2054 January: Limited nuclear exchange in the Middle East raises fears throughout the world.

Plus in are timeline there have been nuclear accidents like chernobyl and Three mile island maybe there could have been similar ones to that in fallout's timeline. Were people lived in areas for long time exposed to Radiation like Chernobyl.
