Download DirectX installer from Microsoft and re-install DirectX to fix the corruption.

What doesn't work?

The installer doesn't run? It runs but doesn't fix the issue?

What's the name of the file you ran?

Is it a DVD copy or a Steam download version of the game?

Make sure there isn't a copy of the d3dx9_39.dll file in the Fallout3 directory.
