You have to go to the BoS's bunker in Hidden Valley. Its outside of GoodSprings. You can't wear it until you recieve training for it, however. To get training, you need to do all the Quests for the Brotherhood. After doing that, wait a day, and talk to the Elder about joining. He'll then give you a final quest. If your having trouble getting in, get Victoria as a companion at 188 Trading Post.

Yes she can, you can also find dead BOS at repconn and they will have a holotape with the password to get into the bunker.

there are two inside on the third floor.

Thanks a lot for the help. I thought there was one between black rock cave and black mountain in a crater and couldn't find the location.
