When you installed OBMM it should have been installed in the same directory as Oblivion.exe. It generally does this automatically, but it's possible Vista is messing with you, especially if you don't have administrator privileges.

The best way to do this is to install Oblivion somewhere other than the Program Files directory.

If you use the installer version. OBMM will install itself in the correct place. Otherwise, you need to unzip the OBMM archive in the "Oblivion" folder, the one that contains the "Data" folder.

Edit: What can't you save to a specific location, Oblivion or OBMM?

When you install Oblivion there is a point where you can select the directory you want to install to.

You'll have to pay attention and watch for it, but it is definitely there.

OBMM usually auto-detects the Oblivion install directory when it is being installed.
