The only way is with a virtual machine (VMware, VirtualBox or M$ Virtual PC):

I use VMware btw. However your BIOS must support 'hardware virtualization' assistance otherwise forget I ever mentioned it.

Click link below to download Hardware-Assisted Virtualization Detection Tool 1.0:

OR

Installing the DOS version of Fallout 1 and run it on DosBox:

I'm not 100% sure if it works on DosBox because I never tried it, but I have read somewhere it is possible.

I also found this:

Okay, I have figured out a way to do this. It's not the best, because you will most likely take a hit in performance, and the best performing mode fails to show movies. It's puts it into a 'window' with a size of your choice (if you want to, you can edit the size), but it puts it in the upper left corner, and most modes can not be moved. But if you wish to know anyways, read on.

*IMPORTANT* Please backup the file information, or anything you change before attempting this. I don't really want to be held responsible for a crashing game

1. Go into your fallout 2 directory, open the notepad file called 'ddraw'.
2. Scroll down to where it says [Graphics]
3. At the bottom of the 'section', there is a variable called 'MODE='
4. If you want to read the paragraph above in the section, and figure out what the modes do, go ahead, but I found that modes 1 and 5 take a huge performance hit. 3 works fairly well, but like I said in the paragraph above, No movies, and you can't move it, or re-size it. Modes 2 and 4 are NOT windowed modes.
5. Anyways, for windowed mode, go ahead and change the number from the default (I think it was 1 or 0), to 1, 3, or 5. (3 being recommended)
6. Save, and open Fallout 2.

Optional**

If you find the size too small, feel free to either change your OS resolution size, or if your computer can handle it (mine could not), You can put the window mode=5. Then scroll a couple paragraphs down until you see the variables "GraphicsWidth=, and
GraphicsHeight=" Go ahead and set your resolution to your liking. Say, GraphicsWidth=1280
GraphicsHeight=1024. AGAIN THIS ONLY WORKS IN MODE 5.

I know it's a wall of text, but it's really not that hard. It's the only way of 'windowing' the game that I have found thus far.

This applies to fallout 2 but maybe it also works for Fallout 1. However I have no idea if it actually does.

Cheers!

That configuration tweak is used with the fallout 2 hi-res patch. Fallout 1 also has one for it by the same guy who did F2's. You can find it http://www.nma-fallout.com/forum/dload.php?action=file&file_id=1273.
