Looking at your chosen nickname, I would suggest: Dump the killstealer, so that you can get XP for all the frags again.

Then, just go out and explore some map markers.

You need to install the Broken Steel DLC to level past 20. The vanilla level cap is 20; Broken Steel raises it to 30.

I leveled by just exploring and looking into every nook and cranny, especially when dealing with safes and computers.

Also, stay away from swift travel. I got tons of xp by taking the long way.

Try to complete every single quest if you haven't already. If you already have try to get most of all the unique weapons. If you've done that then try to get all the bobbleheads. If you've done that then just fast travel from hostile place to hostile place killing all the enemies and rinsing and repeating. Hopefully you get to level 20!

Assuming you don't mind cheating, there is always the unpatched fallout 3's exp glitch, which I shall not utter here. But I would point you in the direction of youtube :)

Kills, figuring out puzzles (hacking/lockpicking if you'd consider that a puzzle), exploring, speech checks, etc. Though hurrying through it is no fun. Take your time and enjoy it.

For Leveling Up In Fallout 3:
I suggest taking long routes to get to places to discover mini places. (Such as like in new vegas Jean Sky Diving)

Kill stuff like mutants, ghouls etc.

Do quests, mostly main storyline quests if you havent done em all yet.

For Leveling up in New Vegas:
Ok, now i know this is Fallout 3 category but i really need to get this info out. However loads of people have already done it.

I dont know if this is patched yet BUUUT! When talking to Mr.House, make sure you have at least 60 Medicine, there is an option where it will say (Medicine 50) or whatever. This option will ALWAYS Be available and will give you Alllllllllllllllllllllllllllllllllllllllllllllllllllll the Xp you want. Make sure you take the swift learner perks and all 3 of its ranks to gain even MORE!

The achievement only becomes available to achieve, if you have the Broken Steel Add On, or the GOTY.

To OP: I actually want to level up slower, all through the game. When I hit level 30, I really miss that *ding!* when you kill something.
