Mods not in Morrowind.INI

Hopefully this hasn't been posted before... I did some forum searching but found nothing relating to my problem.

So I've tried to install several mods for Morrowind, and when I go to the Data Files menu, they all show up there and the boxes are all X'd. However, none of the mods were actually working in game, so I went to this forum and tried out some of the suggestions offered in the stickies.

The Morrowind Mods FAQ told me to go to my Bethesda/Morrowind folder, open Morrowind.ini, and scroll down to Game Files to copy-paste all the mods... the problem is, though, the only lines of text under Game Files are these:

[Game Files]
GameFile0=Morrowind.esm
GameFile1=Tribunal.esm
GameFile2=Bloodmoon.esm

Clearly the mods aren't being put in the right places.... but I'm not sure why or how. Any help would be appreciated.

Also, here is what I am trying to run:
bittercoastsounds
Dodge-v21
Faster-v10
herbalism_lite
Magicka_Regen-v20
moresummoning10a

I am also running MGE (which works fine).

Windows 7, yes. Does this interfere? Anything I can do about it?

Vista and W7 need some special attention for Morrowind, but it's easy to fix.
Check the http://www.gamesas.com/index.php?/topic/781497-vistawindows-7-problems/ on how to change your Install Location (this first link there) that should fix you up.

Note that there are other ways to bypass the W7 problems, like turning off User Account Control (UAC) or making sure you run the Installer as Admin, but by simply moving the files as described in the link is usually the preferred method.

Well I did something relatively simple - I ran Morrowind as an Administrator, and it seems to have worked... but not for every mod. I'll follow your recommended steps if I feel like I need the mods it excluded.
