in the GI magazine it was said that the number of spell effects (it said spells, but pete I think confirmed it was effects) would go from 81 to 85. Could these be dragon shouts? or would those not count as spells. just some food for thought. I really want some of the Morrowind effects back.

No, they're different I'm pretty sure.

definitely not dragon shouts. there are actually 20 of those, not 4

Dragon Shouts are not spells, they are separated abilities. So no, those 4 extras aren't shouts, and none of those 85 are.

really I never knew there was an actually number, but I heard there was like 3 mentioned, slow down time, blast enemies away,and summon dragons

but if I had to take a wild guess, I'd say we get the return of mark and recall, which already makes two. then maybe levitate and...I don't know the other one

would be fun to have sheogorath's "I'll teleport you really high and you'll die from the fall" spell

If they are doing dragon shouts like greater/lesser powers from oblivion, then yes you can expect them to be made up of the same effects as the spells. It's a OK guess, your also making the assumption that they didn't cut any effects. I really doubt that.

maybe

1. Mark/Recall spell line - Self explanatory.
2. Levitate spell line - More situational and utility than a means of bypassing content and being immortal.
3. Polymorph & Shape-Shifting spell line - turning enemies into weak animals or turning yourself into a strong animal.
4. Re-animate spell line - maybe for conjuration? the staff of worms was so fun!

By the way, why are we assuming that there's only 4 extra spell effects? Well I mean in a way there is, but there could be many new ones and they just got away with some of the old ones and/or combined them.
