hi guys every time i try to start up the game it just comes back saying it has encounted a problem and needs to close what could this be i need your help

This could involve several thousand different issues.
You need to be MUCH more specific.

what is FOMM i have got directx 10 installed and all the extra missions but even if i dont intall them it still wont work

You can post all of it in a single post. But...
Card name: NVIDIA GeForce FX 5500

This is why the game will not run, it is not powerful enough to play the game. And it doesnt support the correct shader models to run the game. While technically you can buy a new GPU to put in there....I would say its not worth it with that CPU and amount of RAM. And PSU is an issue here too.

Are you honestly expecting us to take your question seriously? That is a 2003 model video card that was a dismal disaster seven years ago, and a central processor that was already obsolete when it was new, in 2005. That video card couldn't run Oblivion at all correctly in 2006, it was that bad.

Give that PC to the Good Will and get something from this era (you can do better shopping at such thrift stores for maybe $75-100 for a much better old PC). Incidentally, *WHEN* did any Microsoft version of Dx10 come along that was intended to work with Dx10? How did I miss that? (OK, maybe you have the Alky Project modified libraries?)

Anyway, you wasted your time on it. That two-bit tin whistle of a graphics card you have stopped halfway into Dx9.

If you're talking about directx 10. You don't need it. DX10 is for Vista and Win7 only and your GPU doesn't support it anyway.
