FALCHE is the Cheat program of choice, and you can usually find it on "No Mutants Allowed".

I'd personally not recommend using it at all, and instead share with us where you're stuck.

What level are you?

Did you walk in, or did Harry the supermutant (in Necropolis) take you there?

Then you're nowhere near capable of taking on the military base. Have you even joined the Brotherhood? Because storming the base can be tough even for a high level character without the proper equipment.

Rather than using a cheat you should really just go through the game and gain some levels. There's plenty of experience to be had.

Level 8 is a bit young to do the Military base.... The Military base is end game content.

Make sure you've visited the Glow, The Brortherhood, and the Boneyard first.

You solved the Boneyards problems < level 8?
Thats shockingly impressive.

I dont really understand how you can be so low level and have done so much? Have you done all the stuff in Shady Sands, The Hub and Junktown? You must be missing a big chunk of gameplay somewhere :/ To be honest, im surprised you made it to the base without getting torn apart.

Concept of original games is bit different from Fallout 3. I suggest that go talk to folks in game, they will give you quests, doing those will get you experience.
