Enslaving non-VIP?

OK, I've enslaved all the VIPs, so HOW do I enslave others :blush:

When I try to hit anyone with the Mesmetron and they fight back and I cannot put on the Slave Collar. This includes the shackled captives I find.

What am I doing wrong :sad:

Good question. I was never able to make the Mesmetron work either, although I never tried it on the three named in the quest. I too will await an explanation.

Never lower (holster) the mesmetron while enslaving! This is mostly the cause getting NPCs aggressive. Keep it in your hand while talking to them.

Some NPCs can never be enslaved to protect quests.

Btw. the effects of the mesmetron are random so the enslaving can end in head popping, aggressive NPC or run to PF.

Get your Energy Weapons Skill up. This helps a lot. Also, I aim at the torso, not the head. After successfully enslaving someone, I search them, and make sure they have good armor and weapons and ammo so they can get to Paradise Falls alive. Then I immediately fast travel to PF. I have a better success rate doing it this way. I used to not fast travel, and all the slaves would get killed on their way to PF, and I would have to pay for another collar. I have a higher success rate with raiders, than any other group.
