3dstate a replacement for 3ds max?

I'm just curious if anyone has tried this program out? Or heard about it? It says it can use 3ds max formats on the page here:

I don't know much about 3d animation yet, and almost nothing about blender. But everything I've read about making new creatures/npcs points to it being easier in 3dsmax than blender (I could be wrong, by all means correct me if I am). The only reason I'd bring this up is it is free to use for non-commercial use and I thought perhaps someone might know if it can be used for making morrowind creatures/npcs/animations ect ect.
