Something that bugged me

I'm no anthropologist, but I'm pretty sure it takes longer than half a century for a civilization to fall and be rebuilt as a mystical tribe using spears and herbs for survival.

Considering Tandi is still alive since the first Fallout story, the whole tribe story makes no sense at all. At best it would have been 80 or so years, how does one even manage to revert back to such a primitive civilization of ethnic looking people? considering that the Valutdweller built a fairly modernized civilization to begin with.

And what was with adding magic into the story (the magic dream communication)? kinda ruined the sci-fi aspect of it for me.

Why, what else did their founders have? Not a lot. Just what they could carry. No Geck, no Cache of Guns (and no skills to maintain the guns they had or make bullets), no Chemical labs to build complicated medicens

Considering that the Life expentancy is a lot lower in those conditions (think 40-ish like some african countries today), you're looking at their 80 years not really being comparable to our 80 years - its enough time for people born on day one to be born, have kids, die, and for their Kids to die.

Psionics (not magic) are a common Sci Fi Element, and were present in FO1.

Fallout 2 is set in 2241, Arroyo was founded in 2167 and the war happened in 2077.

I dont have a problem with a group of people forming a so called 'tribe' and living in tents and living off the land, using nature to help them live. It actually makes perfect sense to a point, hunting, farming and using healing powders etc, when you dont have the supermarket to rely on these are exactly what you would do.

Its the decision to wear nothing but loincloths that i dont understand.

And yeah the Hakunin dream, i never really thought it was him communicating with you. Always kinda viewed it as your characters conscience manifesting in your dreams.

The Vault Dweller along with others left Vault 13 and went to Oregon to found Arroyo. Only the Vault Dweller knows how to survive in the wasteland. Other wastelanders would join them over time. It's possible that the Vault Dweller after all he had done and being kicked out of the vault just said "to hell with tech." Also he had to keep the other vault dwellers safe, so going to an area far from other people would be a must. Being on their own they would have to focus all their time in hunting and farming. They had no Geck and no Robots. The first Fallouts had few Robots. FO3 is crawling with Robots. So it's very logical that over time they become tribal.

First settlers of Arroyo, become farmers and hunters but still know tech. Their kids learn of tech but don't know how to use it. Their kids don't learn anything of the tech just stories of the Vault Dweller. All this time they spend keeping away from people. Rememeber Arroyo is in Oregon and isolated so little contact without side world.
