This mod contains several scripted artifacts that I have had a lot of fun creating. For the most part, I wanted to create scripted effects on weapons and armor that have never before been seen in Tamriel. None of these are lore-accurate, but who cares? Though there aren't really quests related to any of these, they aren't just laying around where you can easily get them, easily find them, or purchase them.
Inspiration for these came from all over the place; some were from D&D items, some from various books, and some I just made up.
I want to make it perfectly clear that there is a chance that some of these might not work for you. Some people have reported constant CTDs when using a specific item, and others don't. I have not found valid reason for CTDs with any of these, after literally years of troubleshooting these. I attribute it to the fact that some systems cannot run complicated MWSE scripts.
Now, for the fun stuff:

TITLE: Fliggerty's Artifacts
VERSION: 1.0
PLUG-IN TYPE: Weapons, Armor
BY: Fliggerty
CONTACT: http://www.fliggerty.com
These are various scripted artifacts that I have been working on creating and
collecting for the past several years.
These are the artifacts:
* Wand of Wonders: Every time you swing it a spell is cast at your opponent.
One of 20 random effects will then happen; these may affect your opponent, you,
or any bystanders. Effects are both negative and positive, or useless.
* The Piper: A helm that coerces all creatures to follow you and fight for you
while it is worn (be careful about taking it off while they are still following you though!)
* Woundhealer: The ultimate pacifist's weapon. Rather than doing damage, Woundhealer
restores the amount of health it would have otherwise removed; it also pacifies your opponent.
* Soulsplitter: A sword that instills fear in everyone on the battlefield when
it is drawn. Everyone in a large area will be temporarily paralyzed, endurance
and willpower will be drained, and they may possibly even be demoralized.
* Crown of Horns: When worn, this gives you a spell that you can cast on someone
who is dead to cause them to rise from the dead and follow you.
* Taara's Belt: When equipped, this belt will summon a pair of gauntlets and a
large hammer. When thrown, the hammer will always return to you.
* The Stiehl: No fancy scripts here, just a neat combination of enchantments that
will thrill any assassin. This is the weapon that can cut through any armor to
poison and kill your opponent; it can also cause anyone to run in fear.
* Unnamed Staff: (My favorite.) This staff casts ranged spells when you swing it.
The spell it casts depends upon what you were last hit with. If someone hit you with a
fireball, it will cast a fireball. If you get stabbed with a jinkblade, it will cast
poison. Effects are fire, frost, shock, poison, damage health, and absorb health.
* There is also a signet ring for each great house. When you are of sufficient
rank it will be given to you by someone of higher rank. These are just simple teleport
rings that send you to locations relevant to that house.
DO NOT EDIT OR MERGE THE ESP OR IT WILL BREAK.
THIS MOD CONTAINS SOME VERY COMPLEX MWSE SCRIPTS, PLEASE BE AWARE THAT SOME ITEMS JUST MIGHT NOT
WORK ON YOUR SYSTEM.
This mod is dependent upon Morrowind Script Extender (MWSE)

2. INSTALLING THE PLUGIN
*****************************************************************
To install the plugin, unzip the files into the Morrowind/Data Files
directory.
REQUIREMENTS: Morrowind, Bloodmoon, Tribunal, Morrowind Script Extender (v0.9.2a or later)
*****************************************************************
3. PLAYING THE PLUGIN
*****************************************************************
From the Morrowind Launcher, select Data Files and check the box
next to the Fliggerty's Artifacts.esp file.
Launch Morrowind via the MWSE shortcut.
These are the locations of the artifacts:
The Piper: Solstheim, Domme
Crown of Horns: Norenen-dur, Basilica of Divine Whispers
Woundhealer: Vivec, Palace of Vivec
Soulsplitter: Falensarano, Lower Level
Taara's Hammer: Taara Barrow ( "Barrow within a barrow, northwest Solstheim")
Wand of Wonders: Ihinipalit, Shrine
The Stiehl: Mournhold Temple: Reception Area
Unnamed Staff: Maelkashishi, Shrine
*****************************************************************
4. PLUGIN FEATURES
*****************************************************************
These are the effects of the Wand of Wonders:
Target is attacked by a magical pillow
Target is turned to a pillar of stone
Everyone in the cell is equipped with a pink wig
Caster is blinded
Caster is severely burdened
Caster has health, fatigue, and magicka restored
Caster is teleported to nearest temple (Almisivi Intervention)
Weather is changed to thunderstorm
Swarm of butterflies appears
Target suffers fire damage
Target suffers shock damage
Target is momentarily paralyzed
Target is turned into a guar and inventory is dropped
Target is slowed down
Target is shrunk
Caster is given 5 summoned diamonds
Caster is made invisible
Caster is flung far into the air
Target's entire inventory is placed at caster's feet
Target suffers from sun damage
It is probably a good idea to not use the wand when fighting someone who
holds a unique item in their inventory or it just might be lost forever.

6. CONFLICTS & BUGS
*****************************************************************
I have tried to avoid any conflicts with any common mods. I may have missed something
here or there, if I did please let me know!
THIS MOD MAY NOT WORK FOR YOU. Many of those who tested it experienced inexplicable
CTDs, usually with The Piper and the Wand of Wonders. There seems to be no rhyme or
reason beyond the fact that these are incredibly complicated scripts for the most part.
Some systems just cannot handle some complex MWSE scripts. If you experience repeated
CTDs when using an artifact, please just accept the fact that it may not work for you.
Do NOT merge this, edit it, or even open it in the CS. Doing so WILL break some of the
spell effects.
