the reason why Chinese Stealth Armor isn't "retro"

Retro is a USA thing right? And there were ninjas in Asia.

Retro simply means "old-fashioned", it's not exactly exclusively american thing. However http://fallout.wikia.com/wiki/Hei_Gui was originally planned to be included in the cancelled "http://fallout.wikia.com/wiki/Van_Buren" game, that was originally intended to become Fallout 3, so maybe that's why it's "retro"

And ninjas were japanese, not chinese :)

The reason why the Stealth armor was in the game is the americans probably found it at Anchorage and wanted to send it back to Washington to have further studying of it being done. They never finished the study because the bombs got dropped on them

This is more of a lore thing, but I heard the deal was that technology in America, in the fallout universe was developing at such at an accelerating rate that society and culture was left in the dust. Everyones concentration was on technology rather than other things...

And as a result, the culture was still stuck back in the 50's, but the technology was way ahead..

That's my understanding atleast, if anyone wants to dispute this, dispute someone else not me, it wasn't my idea, someone in the lore section said this, and everyone else agreed.

PS: The OP makes little to no sense, I don't really get it, are you asking us, or telling us?

Misunderstood the "retro" part apparently  AFAIK there is no knowledge how China was before the war. Still, seeing how chinese weapons look (classic Kalashnikov looking assault rifle, and the WW2 era looking pistol), it would seem they were similarly "retro" too.

Only problem is, given the 50s mindset in the US, and presumably China, Why is there a female version of the suit? XD

Because the game was published in real world, where that might be considered a bad move :P

Both the US and China took extremely different paths when it comes to their futuristic technology; at least that's the impression I got from Operation: Anchorage. America's technology looks like something out of a 1950s American sci-fi comic book whereas China's (and probably all of Asia's) looks like it was taken out of Japanese sci-fi animation. Two interesting contrasts, to say the least.

They did study it. Didn't they made Stealth Boys from it?

As I understood they was unable to replicate it but they managed to make the temporary stealthboys of the technology.
And yes fallout is set in a universe where the 1950 ideas of the future came true, lots of new technology was developed so people imagined laser pistols, atomic cars, and robot butlers but forgot to think about how hard it would be to make them workable or how practical they would be, they also did not think of social change.
This give the world a very retro sci-fi feeling.

Well there were 2 types of Stealth Boys. One lasts permanently but makes you go crazy in the long run. The one in Fallout 3 lasts temporily but doesn't make you go crazy.
