Click on the ESP/ESM that you wish to move and then use the Move up/Move down buttons to move it to a place where you want it to be. Ones the mod is at the place you want it to be in the load order, click on the button ReOrder.

How exactly do I know how to reorder it?

How exactly do I know how to reorder it?

Well the way i usually sort it is in this order:

1) Mods with a ESM
2) Body Mods like Better Bodies
3) Creature Mods
4) Armor and weapon Mods
5) House Mod
6) Quest Mods
7) Game changing mods.(Like a mod that changes the roadssigns or birth signs etcetera.)
8) Mods that make changes to the lighting ingame. (Like TLM/Lights 300)
9) Mods that change sounds. (ASE or Expanded Sounds)
10) Merged Objests ESP
11) Mashed List ESP

This way of setting the load order can change for time to time, it depends on what is mentioned by the Mod Author or if i think it is better to place a Mod Lower or higher in the Load order. Like with my current game:
