Oblivion didn't implement what we call "Radiant AI", it was scrapped due to time limitations in bug squashing.
From the previews I've seen in Oblivion's pre-release period, Radiant AI looks like a great AI system. While it's regretful they couldn't iron out the http://adamshrugged.com/money/radiant-ai-revisited/ on schedule, I'm completely assured that it will feature prominently in Skyrim, and will be a magnificent improvement.
What you saw in Oblivion was a very limited system of AI packages with schedules, and as you mentioned some canned dialogue. Please do not refer to this as "Radiant".

Thank you for the link it was a huge laugh I loved it. I can see why they got rid of it. Complete and utter chaos indeed
