Shivering Isles Glitch - Stuck at edge of map : IV

Hi folks

I've decided to complete Oblivion since the new ES game will be out in the next few years, so I want to be all done and ready when the new game comes out, and as I have poured over 650+ hrs into this one character, you may notice that I am a bit of a mad completionist.

I am having an issue in the Shivering Isles when exploring the edge of the map in the ocean.

I am getting the following message, "You cannot go that way. Turn back", which normally wouldn't be a problem, but also I am stuck. I can not move at all, but can still cast spells and swing my sword.

Specifically, I am having this issue west of the Fringe in the ocean. I managed to explore the edge of the map east of New Sheoth, tracking south west to Shallow Grave earlier, so I don't know why I am having issues now.

If anyone knows of a work around or some thing to do to prevent this glitch, it would be greatly appreciated.

In the console, select yourself (easy in 3rd person) and type tlc.
Then close the console and move back into the map. When you are back, type tlc again.

If you are on console I think you need to load a previous save.

is it impossible to fast travel back to a location? Should be possible as you are outdoor.
