Lab Rats

Did Vault-Tec create the vaults just for the purpose of scientific study? Did the creators of these vaults know that what was going to happen to the people "lucky" enough to gain access to them after the bombs fell? One would suspect that they did...how else would they get the process rolling? To my knowledge (FO3 and F:NV) there have only been 2 vaults that have not ended in...would failure be the right word? Vault 101 from Fallout 3 and the Vault in the original Fallout. We've all seen the rest of the vaults...Mutations, Evil Spore Plants, Reverse Democracy, and White Noice and even hallucinations. I know this is far from a fan fiction, but I was just wondering if someone else has wondered the same thing as me...We all know the "main" purpose of the vaults were to save humanity from the nuclear holocaust, but there was obviously a deeper, more sinister reason for building this labratories. I just want to know...why?
