Indy Bank/Suran Waterfront/Suran Underworld

I recently made a patch allowing Suran Underworld and Suran Waterfront to work together, or so I thought. I found I had to load the Indy Bank/Suran Waterfront Comp. patch after the Suran Waterfront mod to get the land changes to work. I also found that the entrance to the Suran Underworld (the grate under water, at least I think this is the entrance as I havent played the mod yet) is there if I load Suran Underworld on the CS, but isnt when I load up my game. I'm not sure why this is happening, and I don't know if it's a load order issue. I have Suran Waterfront first, the Indy Bank patch second, then the Suran Underworld after that. So basically, i'd like to know why this grate entrance is disappearing when I play the game. Any ideas? Maybe something needs a master file to go by?

Maybe it's a http://www.uesp.net/wiki/Tes3Mod:Mod_Conflicts#Local_References conflict? Dunno, I thought that the Code Patch mitigated those... Anyway, might be worth some judicious reference renumbering in Mash.
