[WIP] CDM - Levelling Overhaul

Whilst I know there are already a number of great Levelling Overhauls (and I think one that is very similar), when I first made my Character Generation Overhaul, something I worked on was a Levelling Overhaul-- a Beta of which was released with the Second Version of CGO. With that in mind, I figured I would finally release my relatively-simple Levelling Overhaul as a Stand Alone Mod. As I say, I'm pretty sure there are other Mods similar/very similar, but variety is always good :)

The big feature of CDM-LO is that it is Class-less: all 21 Skills contribute to the Character's Levelling progress, and the Player is never asked to pick a Class during the Tutorial (however they can still choose a Class at the Sewer Exit if they wish, and receive the Benefits associated). Instead, LO keeps a check on the increases in all Skills, and uses them to calculate Attribute and Level Increases:
- Every Ten Skill increases is one Level Increase (as in standard Oblivion)
- Every Three Subordinate Skills equals one Governing Attribute Increase (so 3 Blade Increases equals 1 Strength Increase)
- Luck Levels by One Per Level (Since it has no Subordinate Skills)
- Level-Up is Automatic, with only a Message in the top corner "I have Levelled Up..."
- Health is based purely on Endurance, using a Factor of Endurance * 4
- Maximum Level is 50, but you can continue raising Attributes even if you reach that Level
- No Level-Up Menu/Skill Distribution
- No Skill Multipliers
- Includes Manual Levelling System Activation, so it is compatible with New Start Mods/Mods that Alter your Stats early game (such as CGO) et cetera
- Infinite Training - Since the Level Up Menu does not appear, Training Counts do not reset; instead, you have 1995 Training Sessions-- enough to get every Skill from 5 to 100. (Recommendation: Use a Mod that increases Training Cost for Balance)
